Clerk & Responsible Financial Officer (RFO)

Little Melton Parish Council is seeking a person  with accounting experience, good communication and IT skills.  Training  in the duties of a clerk is available.

Duties include

  1. Keeping track of bills and maintaining accounts. 
    1. Preparing a monthly payments list  
    2. Currently we keep the accounts on a Google Sheet and use Pivot Tables to extract the Audit data.  We will probably adopt a commercial system that supports the specific needs of parish councils, eg
      1. VAT reclaim
      2. AGAR - audit
      3. Precept budget

    1. File information in Google Workspace
  3. Prepare minutes  and agendas
    1. Five meetings per year, usually 19:30 on Mondays or Wednesdays.  The clerk only has to attend the Jan & May meetings,  PC members can take draft minutes at other meetings.
    2. Publish on website and noticeboards
  4. Communicate with County and District Cllrs
  5. Communicate with Highways and other council offices
    1. Publish road closures on PC website
  6. Keep an overview on outstanding matters -
    1. Planning
    2. Play area
    3. Highways
  7. Maintain policies and publish on website
  8. Manage own employment and payroll
    1. IR Basic Tools
  9. Additional duties that may arise

Hours and pay

10 hrs per week  The salary will be paid in line with the NJC Green Book guidelines and according to experience, pay scale LC2 (below substantive range) Scale points 18, £15.84 to 23, £17.29 per hour.
